communications 21 also added Carter & Associates ī ONCOR, an Atlanta based commercial real estate firm. The agency will handle PR for four of the firm's divisions. The brokerage division will be handled by The Gove Network working with communications 21 on company wide promotions and news releases. communications 21 will also handle marketing public relations for each of Carter's 10 regional offices in cities including Tampa, Raleigh, Charlotte, Nashville, and Birmingham.
